You need to look into the Project for a New American Century. It’s a PAC that most of GWB’s initial team was on and were asking fir war with Iraq in 1997. Wanna guess who in the GWB administration was not part of it?
The USA has NEVER supported the ICCJ and this was not a new policy the Bush 43 administration devised on their own.
Specifically the complaint is the PA used US aide funds to compensate the family of a martyr who killed an American citizen. The USA asked the PA to refund that money and they refused so the USA is refusing to further give them funds.
As an aside the source here is practically a mouthpiece for the Muslim Brotherhood and is as a result an incredibly biased source. Keep that bias in mind when you read them just like you should remember the bias of Radio Free Asia.
Sorry if I wasn’t clearer but yes this is going to address a part of the problem but what many think of when we think of homeless people are the chronically unhoused and those people’s issues are largely mental issues rather than purely financial. This program addresses recent homelessness.

For those not paying attention they chose the people most likely to return to society and gave them the ability to do so. This would resolve homelessness for those who just need a helping hand. This will not address those who are homeless by choice (usually due to mental illness) or are extremely mentally ill.
Im not saying it is a bad study or an idea we should not pursue but no one should look at this as a way to “solve” homelessness.
With fancy leases the car has a black box they will sell it as a feature to record when your car is stolen or monitor it in crashes. What it also does is monitor your speed. For the cars I sold, the lease agreement you signed to lease the car had language informing you of data collection regarding your driving.

Take a minute to actually educate yourself about how incredibly badly we handle the death penalty. I have met too many men who were 100% innocent if their crime who got put on death row because of incompetence by investigators or prosecution to support it.
