Exercises like Duolingo are only half the battle. You need to have some immersion in the language you’re learning. Watch tv and listen to podcasts in the target language, you won’t understand (at first) but your brain will start recognising the sounds and structures.
I think that aspect has improved, then. The player base seems to have discovered that grouping up to take on fullgears is more fun than wrestling in the mud.
It’s a mixed bag. Bambis have nothing to lose, so you’re more likely to make friends.

NGL, DayZ has improved massively over the last few years. (I too had a very dim view of it after they took a massive step back moving from mod->Standalone)
Also, they made the Livonia DLC free and launched the Frostline DLC.
